There are two discussions taking place at present - that relating to the preview service and one about fares.
Below I give the actual words from the Public Register for the GoVex Franchise Agreement relating to fares and I'll also add the train service words to the other discussion pages - here is the fares text: -
SCHEDULE 5.9
Fares for CTRL Domestic Services
1. The Franchisee shall be entitled to set Fares for journeys where all or part of the journey is undertaken between St. Pancras and Stratford, Ashford, or Ebbsfleet in accordance with this Schedule 5.9, to the extent permitted under the Ticketing and Settlement Agreement.
2. Prior to the introduction of CTRL DS, the Franchisee shall modify (and the Secretary of State shall approve the modification of) the following Flows, in accordance with the relevant procedures set out in the Ticketing and Settlement Agreement:
(a) any Flow which permits travel between London and Ashford; and
(b) any Flow which permits travel between London and Gravesend
for which the Franchisee is Lead Operator, to change the route for such Flows to ‘not CTRL’. Fares set on such Flows will not be valid for travel on CTRL DS.
3. For each of the Flows referred to in paragraph 2 above, the Franchisee shall as a condition precedent to the commencement of CTRL DS create a new Flow between the same origin and destination with route ‘any permitted’, and shall set Fares which shall be valid for travel on all services on those Flows, including CTRL DS. The CTRL shall be deemed to be a ‘permitted route’ for the purposes of the Ticketing and Settlement Agreement and the National Routeing Guide, for any journey where the National Routeing Guide permits travel between London and Ashford, or between London and Gravesend.
4. The price to be charged by the Franchisee for such ‘any permitted’ Fares shall be calculated by applying a premium, calculated in accordance with paragraph 5 below, to the price of the equivalent ‘not CTRL’ Fare from time to time determined in accordance with this Schedule 5.
5. The premia to be applied to the ‘any permitted’ Fares referred to in paragraph 4 above shall be set at the Franchisee’s discretion, subject to the following caps:
(a) Ebbsfleet to or from any London Station: Fares shall be based on the appropriate ‘not CTRL’ Fare from Gravesend to the relevant London Station, plus a maximum premium equivalent to 35% of the appropriate ‘not CTRL’ Fare between Gravesend and London.
(b) Birchington and stations west to or from any London Station (but excluding passengers commencing their journey at Ebbsfleet): Fares shall be based on the appropriate ‘not CTRL’ Fare between the relevant station and the relevant London Station, together with a maximum premium equivalent to 30% of the appropriate ‘not CTRL’ Fare between Gravesend and London;
(c) all stations to and from any London Station via Ashford: Fares will be based on the appropriate ‘not CTRL’ Fares between the relevant station and the relevant London Station, together with a maximum premium equivalent to 20% of the appropriate ‘not CTRL’ Fare between Ashford and London.
6. The Franchisee shall not be entitled to offer any Fare for journeys via the CTRL unless there exists an alternative Fare relating to a journey from the same station (but excluding journeys between Ebbsfleet and St Pancras).
7. Schedules 5.3, 5.4, and 5.5 will not apply to Fares set on any Flow created under paragraph 3 above, and such Fares will not be added into the Fares Basket as designated in Schedule 5.4 (Regulation of Fares Basket Values). However, in the event of any change to a Fares Basket made under paragraphs 2 or 3 of Schedule 5.7, the Secretary of State may take into account the revenue received by the Franchisee from the sale of an ‘any permitted’ Fare in the re-weighting of any equivalent ‘not CTRL’ fare between the same origin and destination.
I believe that the wording will allow GoVex and other operators to automatically charge the higher fare when the customer doesn't say "Not via CTRL" or at self service machines that are not programmed to offer a selection of route as part of its business process. There will be confusion and many unsuspecting passengers being overcharged simply because they are not conversant with "Rail Speak".
