I don't read it like that. The ODA are specifying 8 trains per hour between St Pancras and Ebbsfleet, in 12-car formation (though 12 tph after 2200 in the evening). Each train should be able to do the round trip in an hour (only 3 available platforms at St Pancras means that trains won't be able to hang around there for too long). This will take 16 of the 29 6-car sets. Even allowing a few for maintenance spares, this leaves up to 10 to provide services beyond Ebbsfleet. I think this would allow 2 trains per hour to be extended beyond Ebbsfleet to Ashford (though not beyond) and either 2 to be extended to Rochester, or 1 extended to Faversham. As the Javelin service does not need to start until 0800 the morning commuter service can probably be near normal, including through trains from Dover and Thanet. Chapelwood

My understanding is that there will be a half hourly service as far as Ashford (but not further into East Kent) with an hourly service to Faversham on top of the London - Stratford - Ebbsfleet shuttles.
If nothing else, I would suggest that there would be too much time wasted getting crews to and from the train crew depots if the trains only ran between St pancras and Ebbsfleet.

I hear the the MP's want to finish Parliament early next year to ovoid congestion\trouble getting in!!!
Do they know something we don't ?
Just hope the strenghthern trains on the classic route to take up the users forced of the High speed line
